The culture and tourism bureaus of all provinces, Autonomous regions, and Municipalities directly under the Central Government implement the decision-making and deployment of the Party Central Committee and the State Council, further serve economic and social development, and promote tourism exchanges and cooperation, travel agencies and OTA across the country will resume the operation of foreigner inbound tourism and booking flights and hotels from now on. 

All localities shall follow in accordance with the principle of territorial management, steadily and orderly resume the China inbound tourism industry. 

The local travel agencies must provide good travel services to overseas traveler and implement various epidemic prevention requirements. The travel agencies are required to strictly implement the respective systems and norms of tourist management, improve the quality of inbound tourism services, effectively maintain the order of the tourism market, and demonstrate good image of the Chinese tourism industry.
